Attorney Philip P. Lindsley

Attorney Philip P. Lindsley is a widely recognized elder, special needs, and disability law attorney,
and one of only two Certified Elder Law Attorneys (CELA) in San Diego County. This specialization
is accredited by the American Bar Association and the State Bar of California. Mr. Lindsley is also a
State Bar of California Certified Legal Specialist in Estate Planning, Trust and Probate Law, and an
Accredited Veterans Administration Attorney. He has been rated AV "Preeminent" by Martindale
Hubble and a "SuperLawyer," both based on peer reviews. His practice is limited to Medi-Cal, VA
and asset protection planning; health care advocacy; special needs planning; trust and estate
planning; conservatorships and disability planning, and; probate and estate administration. He is
licensed to practice in California, and was honored in 1989 by election to the Bar of the Supreme
Court of the United States of America.
Phil Lindsley is a native San Diegan, and has been practicing law in San Diego County for over 35
years. He is a member of the State Bar of California Executive Committee, Trusts and Estates
Section (TEXCOM), a founder and member of the Board of Directors of the Probate Attorneys of
San Diego (PASD), and a member of the Superior Court’s Probate Bench-Bar Committee. He is a
past Chair of the Elder Law Section of the San Diego County Bar, and a long-time member of the
Bar’s Legal-Medical Liaison committee. Phil is a former Adjunct Professor of Law at the University of
San Diego School of Law, having taught primarily in the areas of Conservatorship and Mental Health
Law. He sits on occasional assignment as a Pro Tem Judge for the Probate Court of the Superior
Court of San Diego.
Philip’s expertise in elder, disability, and special needs law, and his passion for the needs of elders,
the disabled, their families and their caregivers, makes him a frequent and popular speaker to
professional and lay groups.

Long Term Care Medi-Cal

The recovery rules for benefits paid under the Long Term Care Medi-Cal program changed significantly
on January 1, 2017, making State recovery claims surprisingly easy to avoid. Learn how this impacts
benefits planning opportunities, and how to handle estates with recovery claims under the new rules.
This timely update will be followed by “Five Tips about Elder and Special Needs Matters Every Attorney
and Financial Professional Needs to Know.” This includes a special look at your client’s rights to avoid
discharge from skilled nursing, how to get appropriate care and therapy. If this isn’t helpful in your
practice, it may be helpful in your own family.
